Abstract

Abstract The objectives of this research are to find out : First, the implementation of The Ministerial Regulation Number 2 Year 2012 by The Minister of Religious Affairs, about The Standard of Competencies for Supervisors of Islamic Education at SD/MI in Surakarta, by the supervisors in carrying out their supervising duties, Second : the obstacles faced by the supervisors in implementing that Ministerial Regulation, and the solution to overcome the obstacles can be taken by the supervisors in carrying out their supervising duties and implementing the ministerial regulation. This research used the method of descriptive qualitative. This research was carried out in Pokjawas (Supervisor Working Group) of PAI (Islamic Education) in Surakarta City in the year of 2013. Subjects of this research were Supervisors for PAI in SD/MI, Head of Mapenda Section, Ministry of Religious Affairs, Office of Surakarta. The sources of information were Staffs of Mapenda, Supervisor Coordinator, Principals or Headmasters and Teachers of SD and MI in Surakarta City. Techniques for collecting the data were interviews, observations, and documentations. Data Validation was achieved with the technique of triangulation for sources and methods. Meanwhile data analysis was implemented in interactive model, consisting of collecting the data, reducing the data, presenting the data and conclusion. The result of this research shows that : First, Intensive and continuous supervision and coaching implemented in appropriate approach and methods by the supervisors of Islamic Education can improve the result of supervision on SD/MI in the fields both academic and managerial. Second, This result also reveals the obstacles hindering the supervisors of Islamic Education in SD/MI in Surakarta. They are the number of supervisors, which are less than needed if compared to the objects to be supervised ; and literacy rate in using information media needs to be improved to fulfill the standard competencies of research and development, as required in that Ministerial Regulation. Solutions to overcome those obstacles are increasing the number of supervisors until the ideal number required are achieved, improving those supervisor’s literacy and ability in using information media, and making arrangement for those supervisors to join seminars and trainings of writing scientific journals.
