Abstract

This research aims at determining: (1) Management of KKKS in growing principal managerial competency at UPTD of Education in district North Klaten, (2) inhibiting and supporting factors, (3) solutions to overcome the inhibiting factors. This research used qualitative descriptive method conducted at UPTD of Education in district North Klaten from November until December 2017. Subject of this research was the chief of KKKS. Informants were the chief of UPTD, the head subsection of administration affairs, the supervisor of Kindergarten/Primary School, and the Principals as the administrator of KKKS. Technique of data collection used interview, observation, and documentation. Technique of data validity used method of source triangulation. Technique of data analysis applied interactive model consisting of data collection, data reduction, data display and conclusion. The results of this research are: (1) management of the development of principals managerial competence by KKKS includes planning activities for the growth of principals managerial competence by preparing work plans, program calendars, and program activity material. In organizing act, all activities are led by the principal who becomes the head of the KKKS and assisted by other principals as the coordinator of the technical implementation of activities. In the implementation of management the growth of principal managerial competence, it is divided into two periods, one year and two years. Meanwhile in supervision, it periodically evaluates the implementation of the program, (2) The inhibiting factors that arise in the growth of managerial competence of principals are the lack of discipline of principals in participating in activities, lack of experts involvement or experts as the sources, and the range of implementation is still constrained by funding, (3) The solutions offered are to motivate the principal about the importance of discipline for a leader, to get involve experts as main speaker and related agencies as financial backers. .
