Abstract

ABSTRACT School for poor is a term used by James Tooley to describe the good private education with achievable fund. ECD (English Childhood Education) which is oriented with TPQ (Taman Pendidikan Al-Qur’an) system is a non-formal institution under The Ministry of Education and Culture who established ECD. This research aims to find out 1) James Tooley’s tought about school for poor, 2) The relevance of James Tooley’s tought about school for poor to the management of ECD TPQ, 3) The factors that impede and support the relevance of James Tooley’s tought about school for poor to the management of ECD TPQ, 4) The solution of the problems that impede the relevance relevance of James Tooley’s tought about school for poor to the management of ECD TPQ. This research uses the qualitative approach. It was conducted on the book on entitled “ School for poor” written by James Tooley and ECD TPQ Anak Hebat, Lebak Village, Grobogan, in the year of 2016. The subjects of this research are the school manager and the teachers. The informant of this research are the school boards, the officials, and the school committee. The techniques of collecting the data are observation, interview, and document analysis. The technique to check the data validity is source triangulation. The researcher used the interactive analysis as the techniques of analyzing the data. It consists of the collecting data, the data reduction, the data display, and drawing conclusion. The results of this research show that: 1) There is a relevance between James Tooley’s tought and the management of ECD TPQ in the management of curriculum, the management of students, the finance management and the management of society relationship. 2) The factors that support its management are (a) the manager has powerful vision, (b) the ability of the human resources to improve themselves, (c) The human resources is still young, (d) it has excellent Qur’an learning program, (e) the school facilities are sufficient. 3) The factors that impede its management are (a) the ability of managing human resources is weak, (b) the human resources do not acquire the Sarjana degree yet, (c) the playgorund is not optimal yet. 4) The solutions to solve the problems in its management by focusing on its vision, mission, and objectives, with emphasizing the excellent program which is been had by the institution. So that the problems do not significantly impact to the institution. Key words: James Tooley, school for poor, the management of ECD TPQ
