Abstract

ABSTRACT This study aimed to describe (1)human resources management, (2) the role and functions of human resource management in improving the quality of learning, (3) measures of human resource management in improving the quality of learning in primary Muhammadiyah Plus Malangjiwan Colomadu . This study used a qualitative approach. This research was conducted in SD Muhammadiyah Plus Malangjiwan Colomadu in 2013. Subjects were principal and teachers, while informants of this study is the public relations coordinator, TU coordinator, curriculum coordinator, and bendahara.Tehnik data collection using observation, interviews, and documentation. validity of the data using triangulation techniques (methods and sources). Technical analysis of the data using an interactive model consists of data collection, data reduction, data presentation, and verification. These results indicate that: 1) Human resource management include: job analysis, recruitment and selection, human resource development, education and training, appraisal, compensation, motivation, discipline, leadership career development, 2) human resource management has a very important role in improving the quality of learning in school. due to the quality of human resources, professional, disciplined and motivated high can have a positive influence on the success and progress of the school, 3) measures of human resource management in improving learning: a) human resource planning with budgeting and preparation of the work force work, b) job analysis: Distribution of the principal tasks, the curriculum division of labor affairs, student affairs division, division of labor affairs infrastructure, library coordinator task division, division of the cooperative task, division of tasks teach teacher, homeroom assignments division, division of tasks employees , recruitment of teachers and employees, c) the process of recruitment of teachers, d) by increasing the quality of human resources and development, e) how education and teacher performance appraisal, f) teacher performance appraisal process: a way of compensation in accordance with the employment, discipline and motivation enhancement strategies, principal leadership strategies.
