Noviana Andriani. 2017. An Analysis of Bilingual Faculty Program at IAIN Surakarta in Academic Year of 2016/2017. Thesis. English Education Department. Islamic Education and Teacher Training Faculty. Advisor: Novianni Anggraini, M. Pd. Keywords: Bilingual, Bilingual Education. Bilingual education brings benefit on preparing students in demand of globalization, science and technology. Bilingual education program has been implemented in various level of school all over the world including IAIN Surakarta especially at Islamic Education and Teacher Training Faculty. The goal of this program is to improve the students‘ ability in speaking English actively at various event and occasion. The aim of this study is to describe how the implementation of bilingual program at IAIN Surakarta in year of 2016/2017 in terms of assessment and accountability, staff quality and professional development and also program structure by using Howard‘s theory (2007). This research belongs to descriptive qualitative research. The data source is obtained from informant and event as well as document by conducting interview and analyzing documentation. The informants are leader and staffs of the bilingual unit. The result shows that the implementation of bilingual program at IAIN Surakarta has worked well. Assessment has been conducted well and communicated transparently to support accountability process. The various professional development program are conducted to ensure staff quality. The findings show that the program has made improvement over years in designing program structure and refining model design of the program. The researcher suggests that the program should add time allocation for the instruction in order to get better achievement.
